Abstract

The National Defence College is a unique discussion environment that is widely appreciated at the national and international level. Therefore, we have invited to these debates some notorious academic personalities who - we believe - have managed to transform the scientific communication session Romania Centenary into a milestone of the year 2018.This volume is structured into three chapters that reflect the objectives that had been established by the time we initiated this endeavour. The volume is opened by the chapter 1st of December 1918 - 100 Years Since Building the National State. The section has the ambition to revive the spirit of 1918 and to invigorate the speech related to the role that the civil society and the military had in forging the national unitarian state.

Abstract

The armed forces of Europe have undergone a dramatic transformation since the collapse of the Soviet Union. The Handbook of European Defence Policies and Armed Forces provides the first comprehensive analysis of national security and defence policies, strategies, doctrines, capabilities, and military operations, as well as the alliances and partnerships of European armed forces in response to the security challenges Europe has faced since the end of the cold war. A truly cross-European comparison of the evolution of national defence policies and armed forces remains a notable blind spot in the existing literature. This Handbook aims to fill this gap with fifty-one contributions on European defence and international security from around the world. The six parts focus on: country-based assessments of the evolution of the national defence policies of Europe’s major, medium, and lesser powers since the end of the cold war; the alliances and security partnerships developed by European states to cooperate in the provision of national security; the security challenges faced by European states and their armed forces, ranging from interstate through intra-state and transnational; the national security strategies and doctrines developed in response to these challenges; the military capabilities, and the underlying defence and technological industrial base, brought to bear to support national strategies and doctrines; and, finally, the national or multilateral military operations by European armed forces. The contributions to The Handbook collectively demonstrate the fruitfulness of giving analytical precedence back to the comparative study of national defence policies and armed forces across Europe.

Abstract

Russia's Military Strategy and Doctrine is designed to educate Russia watchers, policymakers, military leaders, and the broader foreign policy community about the Russian Armed Forces and security apparatus across the full spectrum of geographic, doctrinal and domain areas. Each chapter addresses a different strategic-level issue related to the Russian military, ranging from naval and maritime doctrine, to the role nuclear weapons play in its strategy, to cyber and electromagnetic warfare, to Moscow's posture in the Arctic or the Black Sea, to the lessons its Armed Forces have learned from their ongoing operations in Syria and eastern Ukraine. And each section of the book is written by one of the world's foremost experts on that theme of Russia's military development. The key questions emphasized by this book include how Russia fights wars and how its experiences with modern conflicts are shaping the evolution of Russia's military strategy, capabilities and doctrine. The book's value comes not only from a piecemeal look at granular Russian strategies in each of the theaters and domains where its Armed Forces may act, but more importantly this study seeks to present a unifying description of Russia's military strategy as a declining but still formidable global power. "The purpose of this chapter is twofold. Firstly, a rather paradoxical situation will be discussed. Even though most military practitioners seem to agree on the characteristics of war, two almost diametrically-opposed norms for how to samhandle have arisen: a centralized one and a decentralized one. We argue that the decentralized approach, called Auftragstaktik, is the most effective. In the second part of the chapter we discuss the pedagogical challenge of educating personnel to thrive in a decentralized organization, which must operate effectively in unforeseen and threatening environments. Based on the teachings of Moltke the Elder (1800- 1891) and the much more recent writings of Torgersen, Steiro and Saeverot (2015), we argue that a crucial step in educating for the unforeseen is to give the students the opportunity to solve new problems by themselves, gaining experience that is, as far as possible, self-generated and thereby becoming more aware and confident in dealing with new situations.".

Abstract

This case study examines the Bay of Pigs crisis in 1961 and the inadequate decision-making process that led to failure. The US national security council succumbed to groupthink which manifested itself in an illusion of invulnerability and unanimity; and resulted in few alternatives and objectives being considered, a disregard for the risks involved and weak contingency planning.
